Those savings allow you budget and focus for tailoring your presence to your audience.
Your server infrastructure (which we could advise on) is usually either PHP or ASP.NET, and we've experience building for each platform. For PHP servers we recommend and primarily develop in Drupal or Wordpress, for ASP.NET we recommend Umbraco.

Umbraco is a free, open-source web cms built on the Microsoft ASP.NET Framework. It is easy to use, simple to understand, and is highly extensible using industry-standard languages and patterns such as HTML, CSS, jQuery, and C#.
You can use Umbraco to build everything to run anything from small campaign or brochure sites right through to complex applications for Fortune 500's and some of the largest media sites in the world.
